H48 Rules H48 to H50 shall apply to all non - pensionable employees but they shall not apply to persons serving in medical institutions and the Palms ; in the Transport and Harbours Department and to the Non-commissioned Officers and men of the Police Force and the Fire Protection Service for whom special departmental leave regulations have been made .
